You asked my advice on creating a database of contacts. I'm a little biased here, so you'll have to forgive me :)

I'm not a fan of applicant tracking systems unless you really need one. And most independent recruiters don't need one. An ATS usually has thousands of features you don't need or use, but for which you'll still have to pay every month in the $100 a month range (and depending on the ATS, there may be other setup costs, etc.).

ACT is decent for calendar and basic profiles you can set up (contact management), but it has no real usefullness for canidates since it doesn't parse resumes or seearch by skills, etc...and you have to enter everything by hand (pain in the rear end).

I myself use Talent Trader to manage my resumes...I can dump 500 resumes into the system in under a minute and it creates a custom profile for each one which i can then search with the built in artificial intelligence engine. So, it's actually reading my resumes and telling me which ones fit my search criteria rather than just keyword matching them.

Talent Trader is the recruiter networking platform that we make at HireAbility (hence the bias I warned you about before) and I've had a lot of input on the look, feel and design of the system.

So, it's sort of like asking me which kid on the baseball field is the best player...clearly, I'm going to tell you it's mine!

Seriously, it's working well for me for what i need. However, it's not an ATS, so it doesn't do contact management (setting appointments, calendaring, etc.). But if you just want a good way to manage/search your resume database, it's working pretty well for me.

The way you get a seat license to it is to join the HireAbility recruiting network. Basic membership is $20 a month and includes Talent Trader as part of the membership. Membership also includes access to the split placement exchange and discounts to Hotjobs, Linkedin, Zoominfo, Infogist and a ton of other common recruiting tools.
